Inside Salt Lake’s Changing Jail Population

Residents deserve evidence about the policies that shape public safety. I began this archive with a local concern: could Salt Lake City’s approach to immigration enforcement be contributing to crime or growth in the jail population?

That question sits within a contested “sanctuary city” debate. The city rejects the label, while saying its police do not participate in immigration-enforcement actions and do cooperate in violent-crime investigations. To examine what can actually be observed, I preserved repeated snapshots of the county jail’s public roster.

The archive now spans 247 collected rosters from June 3, 2023 through September 18, 2026. It reveals a change within the citizenship mix. It does not establish that city policy caused that change, or that the city became less safe. A county jail roster captures bookings across jurisdictions and at different stages of the justice process.

The main finding: Venezuela-labelled bookings grew from 0.27% to 1.66% of sampled rosters between Q4 2023 and Q4 2025. The United States-labelled share was similar at those endpoints. Then, between February 24 and March 1, 2026, the source stopped publishing Citizen and COB in the collected lookup records.

A small share, a substantial increase

In October–December 2023, an average of 5.1 bookings on the sampled rosters carried a VENEZUELA citizenship label. In the same months of 2025, that figure was 34.0. Its average share of all bookings increased by 1.39 percentage points.

The United States-labelled share was 85.72% and 85.58% at the two endpoints, with a decline and rebound in between. Its Q4 2024 average was 82.25%, so describing it as constant throughout the series would miss part of the story. Meanwhile, the average observed roster size grew about 7%, from 1,917.3 to 2,050.5 bookings.

The wider mix matters

Mexico and Honduras shares fell in the same comparison. The findings point to a change within the citizenship mix, rather than a broad increase in the non-United-States share at these two endpoints.

These are selected labels, not an exhaustive breakdown. All observed bookings—including blank and ambiguous values—remain in the denominator.

The increase also appears in the source’s COB field: average Venezuela-labelled bookings rose from 5.2 to 33.9. Agreement between two fields in the same administrative source is a consistency check, rather than independent verification of citizenship or birthplace. COB includes both state and country labels in this archive.

A separate check counted 25 distinct Venezuela-labelled booking IDs observed in screened Q4 2023 rosters and 77 in Q4 2025. The change is broader than repeated sightings of just a few bookings. It is still not a complete admissions count: brief stays can fall between collection dates, and one person can have multiple bookings.

This explorer uses the 220 individual roster snapshots collected through February 24, 2026. Its points are individual rosters; the first figure above uses monthly averages. Neither chart carries older labels forward beyond the reporting cutoff.

A new charge label can look like a new trend

Charge descriptions need the same care as demographic labels. For recorded code 76-8-305, “Interference with arresting officer” was prevalent in the early period; “Interfering with a peace officer” dominates the later period.

Following only the newer wording would suggest a sharp increase. Following bookings with the recorded code across all descriptions gives a decline, from 9.58% to 7.49%. This is why analysis of changing charges needs to track codes and review their legal meaning over time. The data does not establish when or why the wording changed.

Then the demographic window closed

Citizen and COB were present in the February 24, 2026 scrape and absent in the next one, on March 1. The retained archive contains no later source observations with either field present. This bounds the change between two collection dates; it does not identify the exact day of removal.

The Sheriff’s Office attributes the removal to privacy requirements under Utah’s Government Data Privacy Act and County Policy 2022. The March 24 council minutes, page 5, record Sheriff Rosie Rivera explaining the changes as compliance with state law and a countywide policy adopted September 23, 2025.

Policy 2022 assigns responsibilities across several offices. The public sources reviewed do not establish who approved each omission, whether every removed field was legally required to disappear, or an intention to conceal demographic change.

The historical record survives. Continuing the same directly observed demographic series does not.

Older values can sometimes be linked to later bookings through exact identifiers, but that produces a selective historical record, not a fresh measurement. For people without earlier records, citizenship remains unknown. This analysis does not infer it from names.

How the comparison was made

The headline comparison uses 27 screened rosters in Q4 2023 and 14 in Q4 2025. I compare October–December in both years to hold the season constant. Available rosters without known coverage alerts are averaged within each month, then the three months receive equal weight. This reduces the influence of changing collection frequency.

Keeping flagged runs and pooling snapshots gives similar endpoint shares: Venezuela, 0.26% to 1.64%; United States, 85.70% to 85.46%. This sensitivity check supports the descriptive pattern. Unflagged rosters are not certified complete.

Scrapes were collected manually, lately about once a week. April 2025 has no scrapes, and chart lines break across that missing month. Short stays can be missed, and repeated observations of the same booking are correlated. Jail occupancy reflects admissions, releases, length of custody, enforcement and collection coverage; it is not a direct measure of community crime rates.

These comparisons are exploratory and descriptive. No statistical-significance test or causal estimate of city policy is asserted. Establishing a policy effect would require verified policy dates, arresting jurisdictions, admissions and release data, local demographic denominators and a defensible comparison group. Citizenship, birthplace and immigration status are distinct measures.
